Under the common law tradition and section 91(27) of the Constitution Act, 1867, the people still possess the ancient power of citizen oversight through the Grand Jury.

It is one of the oldest instruments of justice and public accountability ever known — a lawful body rooted in the principle that no ruler, official, or institution stands above the law.
It predates modern political parties.
It predates Parliament itself.

🔍 INVESTIGATE
The Grand Jury exists to uncover truth where institutions refuse to act.
It may examine evidence relating to corruption, abuse of authority, unlawful government action, foreign interference, collusion, violations of rights, and systemic misconduct within public institutions.
Historically, Grand Juries investigated not only criminal conduct, but also government agencies, jails, hospitals, public officials, and complaints of abuse of power.
⚖️ ACCOUNTABILITY
A Grand Jury may issue indictments calling upon the Crown to lay charges where evidence supports criminal wrongdoing.
No person is above the law.
Not ministers.
Not judges.
Not premiers.
Not prime ministers.
Public office is not immunity.
📜 PRESENTMENTS & LAWFUL INSTRUCTION
Through presentments and findings, Grand Juries historically called for reforms, exposed institutional wrongdoing, and instructed lawful authorities to act in defense of the people and the constitutional order. And they can lay charges.
This is citizen oversight in its highest lawful form.
And now, in response to growing public concern over corruption, abuse of authority, foreign interference, violations of rights, and betrayal of public trust, a Grand Jury examining matters relating to treason and unlawful conduct against Canada and its people has now been struck.
For too long, Canadians have waited for justice from systems many no longer trust — systems perceived to protect themselves while ordinary citizens are denied remedy.
But under the law of our land, the people are not powerless.
We can act.
Lawfully.
Collectively.
Peacefully.
Decisively.
This is not revolution.
This is restoration.
The Grand Jury was created to protect the people from abuses of state power — and it is rising again for that very purpose.
